Better English
I grew up speaking broken english and i do know and understand the english language however i would like to have a better command of the english language. How do i go about this?

It is good that you listen to English (BBC for example) and read English (I recommend Encarta Encyclopedia)

Welcome to the forums.
You have to practice - both speaking and writing. Listen to as much good spoken English as you can - recorded books is a good way. You can listen and read the same book, so you can hear how it should sound. Just make sure you have the unabridged audiobook.

Hi,
I found this expression very interesting.
I wonder if ''I don't have a good command of the English language'' would be a good substitute for "I don't speak english very well."
Is it considered good informal English?

No - rather the opposite. It is a formal and slightly pedantic sentence.
