Default The meaning of "A Touch of Style"

Dear sir,

I would appreciate if you could explain what this title means:
"A Touch of Style".

This is a title of a chapter in a book - which is about an anual event.
In this chapter, there are several pages of photographs in which people are having fun at the festival and also features their fashion.

The event is very traditional.
Also, a note at the bottom of this title page reads,

"Fashion may change but the event still attracts elegant ladies (and gentlemen) every year. Long may it continue. "

Thank you.
