Could you please explain the meaning of

in the following sentences:
If it is only a small fire and safe to do so, attempt to put out the fire by using the nearest appropriate fire fighting equipment,...

Enter only if absolutely essential and safe to do so, and proceed slowly and steadily

and especially in:
Shut down equipment if necessary and safe to do so.

Only take the action if you are not likely to harmed while taking it.

For instance, if there is a fire, do not try to extinguish it if that fire is moving fast through the building. Only try to extinguish it if the fire is still small and contained in one area.
