I have lived twenty three years, and for my life, I have expereinced a lot of things. There are( or were??) happy, sad or( and???) regrettable experiences.

You can use either "are" or "were" - it is a stylistic decision whether you are going to see these as experiences that are still part of your life, or as experiences that happened.

Again, "and" /"or" is a stylistic decision. Both work.
