"Everyone forgive this pen, it will never evoke."

what does he mean by "pen"?
And what does "a pen evokes" mean?

There are two possibilities that I can see:

A. The author blames the pen, and not himself, for his inability to write.

Everyone forgive this implement/tool/instrument, it will never inspire nor draw forth memories or responses.

B. The author uses 'pen' to refer to his work:

Everyone forgive this work, it will never inspire nor draw forth memories or a response.

(or rather just gibbering jokes) in a bar in front of other people.

His jokes are not entertaining people.
So from your second suggestion (B), do you think he is trying to say:

"Please excuse my jokes. They are never funny." ?
