I'd like to ask about the phrase "catered to the wealthy" in the following sentence:

He had come across an article in a small journal that catered to the wealthy.

Does "catered to the wealthy" simply mean "for the wealthy" i.e. designed for the wealthy?

Yes, it fits the desires of the wealthy.

As I read the sentence, I think it means that the journal was full of articles that the wealthy would find interesting.

cater (v) = to attend to the wants or needs of,
to provide a particular group of people with the things they need or want

The performances/goods that cater for all tastes.
