Default usage of "ubiquitous"

Can "ubiquitous" be correctly used to describe a pervading mood - such as "ubiquitous descent" to describe an all encompassing sense of mood going down (to move towards sadness or dread)?

In essence it means, turning up everywhere, so I'm not quite sure if ubiquitous descent (i.e., a downward slope that turns up everywhere or a downward slope that's all around her/him) works in the way you want it to (i.e., the encompassing sense of a prevading mood).
