It means, to firmly establish an opinion e.g., Cheney firmly makes his opinion known.

Background
The Bush Administration is against Gay Marriages, but Cheney, the VP of that Administration, came forward the other day with his views on Gay Marriage: He's not against it. The reason being, his daughter is gay.
