Whether it means "It is a restaurant" or it means "it must be that restaurant"?

This has got to be the restraurant. (be certain)

All of the above mean, I am certain that this building here is the restaurant that were are looking for.

Say "Does it mean...?". Indeed, it means "it must be that restaurant". Some context is expected, or the sentence would be incomplete as is (eg. the restaurant in which I nearly choked to death on a fishbone"
