Hi, is the following sentence grammatically correct?

Residential customers are assessed the charge on balances carried

forward fortwo consecutive billings. "On" or "At" doesn't need in front

of the charge? Please give me your opinions. Thank you.

It s not quite clear what this means. My reading of it is:

Residential clients are assessed for the charge on balances carried forward for two consecutive billings.

This is gramatically correct. the "the" in front of charge could even ben an "a".

customers / are assessed / charge
