is it called double dutch? I am not sure as double dutch is nonsense, which you do not understand. very excellent is understandable so it is not double dutch, is it?

Double-dutch [which was a term originally used in England to mean German] is now use to mean gobbledegook - nonsense.
"very excellent" is a tautology - the unnecessary and usually unintentional use of two words to express one meaning
