What do we call those two words with the same starting sounds such as Peter Piper, Mr. Mcdonalds, Shelly Shoe...

Alliteration is the repeated sound at the beginning of words in a phrase.

I'm not a teacher, but here's how I understand it. Alliteration is the repetition (usually) of initial consonants, as in "Peter Piper picked a peck of pickled peppers". Repetition of initial vowel sounds is called assonance.
