in bed and the meaning of two sentences

Hi,these're my three questions, thanks for your help!

1. (Script's from Prison Break 01x03)
John Abruzzi - What's the problem?
Michael - Nothing I can't handle.
J - Well, I knew there was a problem. I could tell by looking at you from across the yard. Hey, guys, didn't I say there was a problem? So what's the problem?
M - You're looking at it.
J - What? Haywire?
M - Yep. That's my new cellmate.
J - That's a problem.
M - He doesn't sleep.
J - So, when do you dig?
M - I don't.
J - 1.Hey, you and I are in bed now. (What does "in bed" mean here? Does he mean_We're "friend" and we're facing the same problem together right now?) You made me a promise. You said that we were gonna get out of here. You renege now, and I'm gonna gut you. So, you better take care of your business, or I will take care of you. Have a nice day.

2.(Script's from Prison Break 01x04)
Pope - It's really coming together, isn't it?
Michael - Yep.
Pope - You think it'll be done in time?
M - Well, I figure, we still have the interior alcoves and pilasters to do, which is no small task. But, yes, I think so.
Pope - Listen, I have to say, I... I really appreciate all the effort that you put into this. Uh, I wish there was some way I could, you know, pay you or something.
M - There is one thing you could do for me. My cellmate.
Pope - Ah, the inimitable Charles Patoshik. Haywire?
M - Then you know.
Pope - Hold it right there. Officer Bellick is in charge of cell transfers. You're gonna have to talk to him about that.
M - I tried, but he seems to think we're a good match.
Pope - Has he threatened you?
M - Who, Haywire or Bellick?
Pope - Hmm. Unfortunately, unless there's some evidence of violence or sexual predation between cellmates, those kinds of requests fall on deaf ears around here. 2.Prison system's a little too crowded for requests based on personality.(What does this sentence mean?) 3.It's not exactly Sandals out there.(Does Pope use "Sandals" to refer to the requests?)
Becky - Warden? Sorry. Your wife is here.
Pope - What? She's not supposed to be here till 4:00. Becky, do not let her come in here under any circumstances. She's not supposed to see this until our anniversary. I'll be right out. Hi, sweetheart. You're early. Uh... let's go eat.

re: To be "in bed" with someone is to have an "in" with someone, an agreement, to be doing business with.

He was in bed the the Mayor, so he was never to sent to jail.

re: based on personality - I think this means M wanted a cellmate change and the Warden was saying that does not happen just because two people don't get along (have different personalities)

I have no idea about the sandals remark. You wrote "Sandals" - did you mean someone's name? It could mean sandals, casual footwear used at the beach. "It's not like sandals out there" may mean "It's not casual and fun out there."
