The word "to" is used as a preposition and as part of the "to" infinitive. It is one of the most commonly used words there is.
Example:
I like to eat donuts.
In that sentence it is part of the verb "to eat".
Example:
I am going to St. Louis.
In that sentence "to" indicates the speaker's destination.
Many other examples are possible.

Re: GRAMMAR
In the sentence "Give the book to me" the word "to" is a preposition indicating who is supposed to receive the book.
