What do they mean?

And here's another conversation on a celebration of a new year in some country:
A: *name of the coountry* is living in the dark ages, I think its something like 1361 or some crap like that this year.
B(correcting A): It's 1387! A:My bad, party like its 1399.
What's the joke behind the last line? Is it some famous sentence or joke that person A using here?

Mary Boleyn: No one could wish for a better sister. You are mistaken, i think you have been a very good sister indeed.
