Is it correct to use 'unpenalized'? Should it be 'un-penalized'?
Or are neither correct? If so, what word should I use in its place?

The actual sentence I am struggling with is:
"A character can take one un-penalized Reaction per turn."
You can see how 'not penalized' also sits uncomfortably there.
I suppose one way to resolve the matter is to change the sentence to:
"A character's first Reaction each turn is not penalized. Each additional Reaction..."
