If the government can re-arrange million-dollar highways, why can't it do its even more basic duty, like keep our blocks free of crime? # I'm convinced that Hayes Valley and the area in the shadows of the freeway suffer from poor law enforcement. Elsewhere in the city, officials would find the will and take the action necessary to keep this (and other) blights off the streets.

In the above sentence could we use 'take the actions' instead, without changing the meaning very much?

Could I ask native English teachers to help me please? Thank you very much.

Yes, you could use 'take the actions,' in fact, that goes better with "this and other blights"

I suspect that the speaker just wanted to keep the "find the will/take the action" rhythm of the sentence.
