Default the within + of issue

"If you take the language test within one year of submitting your application .."

Here is my question: the "submitting" action should be considered as the starting point or the end point in the time frame of "one year".

I think I'm totally confused by "within .. of"

The start.
I submit on 1st Jan 2000 and have till 31st December 2000.

the real question is: Could it involve the 'end' as well as the 'start'?

By 'it', do you mean the 'submission'??
If so, then tell me in simple words, when will the person be taking the language test?? Try to give me a date for the language test and a date for the submission.

I might not say it much clearly..
"If you take the language test within one year of submitting your application .."
I just wonder what if I already had taken the test several months before I submited my work permit application? Is this acceptable according to that sentence?

Yes. They are wanting to ensure that people have the language skills needed in any workplace, and so require a language test. They will keep applications on file for one year. Before the end of that year, a person must take the exam and send them the results.
The fact that you have done the exam means that you can send a certified copy of the exam results in with your application, and your work visa will be issued much sooner!
