Your brother's boring = he is an uninteresting person and other people do not enjoy his company.
Your brother's bored = he can't find something he wants to do and sits around complaining.

With many 'ing' adjectives the effect is upon others, caused by the subject. With 'ed' adjectives the effect is upon the subject, caused by someone/something.
?? Your brother's boring by someone/something. ??
Your brother's boring to [someone].
Your brother's bored by someone/something.

You can, of course, say both of these, depending on what your intended meaning is.
