In India, there is a motion of the head which is more of a wag than a shake.

But yes, in general keep wag for tails and fingers as well as flags.

maybe one could also include "tongues" (as in set tongues wagging ) ? just for the record.

It was actually very deeply embedded in one of Vil's earlier posts, that I only skimmed through.

Tongues wagging, as in gossiping.
I heard a good one-liner on that, some time ago:
