Default speech/grammar errors

What is putting 2 words with opposite meetings together called? My brain is running on empty and it's making me crazy!!!!!!!!!!!!!!!!!

example: That dress is "pretty ugly".

Pretty ugly is not an oxymoron, because "pretty" in this expression means "somewhat," not "attractive"
