I'M PASSING ON THE ROAD AND ONE WOMAN IS BLOCKING THE PATH.I'M SAYING "EXCUSE ME" AND SHE GAVE ME THE PATH. DO I NEED TO SAY THANK YOU TO HER?

I would. In British English we often use 'cheers' as a small 'thank you', so it would be fine here.

Re: CONVERSATION
It's always polite to say 'thank you'. I think that some people who use this forum should learn how to say it, especially lately. Don't some of you agree with me?
