"If need be" = if the situation requires this action.
"If need be, I will drive down to the airport at midnight to collect him ."
"so be it!" = Said in resignation when there is no possibility of changing something.
"You cannot possibly go to Tibet now! It is impossible to get there."
"Ah well, so be it!"
