Is "on view" a correct phrase as in "the artifacts were put on view at an exhibition". I am aware of the phrase "on display" but this one is not very common. Hence, the question.

Yes. The difference is that 'display' suggests some conspicuous elaborate exhibition.

'on view' means that opposed to being in the archives, or stored away, something is made available for the public to see - it is on view.
