Period and comma

I would like to ask native speakers of English the following.
#1Why do you need the period after the word request?
#2Why commas are put before and after “on request” and what’s the difference when there are commas and there are not?

Received, subject to individually determined rates of contracts that have been agreed upon in writing between the carrier and shipper, if applicable, otherwise to the rates, classifications and rules that have been established by the carrier and are available to the shipper, on request., and to all applicable state and federal regulations.

I would suggest that the period is a mistake.

It's set off by commas to show that it not always available, but will be available only if requested.

It's almost impossible to make sense of this!

I think the period is a mistake, too. The post was an article in a document, so the subjet and the main verb is omitted. In that case, make sense?
