in the statement above, what does "it's a new one" probably mean? it's a new one, but it also happens every month. so what does "it" in the statement indicate?

I guess, "the new one" stands for the new reorganisation. As it happens every month, the author finds it irritating and completely useless. The indefinite pronoun "one" is used in the second sentence to avoid repetition of the word "reorganisation".
I assume there may be another opinion, though.
