Could you help me with the following in bold?

Some time ago I was in charge of implementing a project accounting package. The executive sponsor for the project was a nice guy but he was not engaged enough at the level we needed him..... I needed this sponsor's help with training and roll-out of the accounting package but found him aloof and uninvolved...

Does the above refer to some kind of software on accounting?

That could be part of it, but it is more likely the whole process of accounting for the project, including the way in which the people employed on the project are carrying out their work.
