what should "were in tune" mean?

If is means "drunken", what degree of drunkenness that is and what sphere of usage (informal of slang or what else) corresponds to that idiom?

I don't know the context, but I would guess it's a British adolescent, and fairly recent, referring to the recent phenomenon of so-called 'binge drinking'.
