"I'll drink to that"

Can anyone tell me how to use the phrase correctly? Does it mean in the same lines as 'hear! hear!'? Approval? Do you have to drink to use it then?

I suppose the origin of the saying was in connection with some kind of drink, but noways it can also be used as some kind of toast when somebody says something you completely agree with.

"I'll drink to that" is a common expression, said to express one's agreement with, or approval of, something somebody has said.

No actual drink is needed - it is a general way of saying you agree with something said.
"Hear, hear!" is a parliamentary phrase, so when used in normal conversation, it indicates agreement, and is meant in a lighthearted way, particularly if someone is making a speech.

He: I think you'll all agree that Sue made a wonderful job of organizing our office Christmas party, and she has my vote for being organizer for all our parties from now on (obviously speaker has had much punch!)
