I seem to remember this as a quote from the film
Bulworth, in which Warren Beatty stars as Jay Billington Bulworth, a Democratic senator from California, who throughout the major part of the film comes across as a living monument to the double-talk of (American) politicians.
A few weeks before the 1996 primaries, Bulworth is about to deliver a speech to an African American audience and for once decides to tell them the truth. He tells them that the politicians don't give a d... about them and never will unless they
put down that malt liquor and chicken wings ... meaning thatunless
they stop behaving exactly in the way people expect them to,namely to live on chicken wings and to drink malt liquor, since they can't afford the real thing.
hope this helps.
