I'd say this would mean clear, see-through wrappings(plastic bags) which are used for mailing catalogues so that you don't throw them into the dustbin the minute you get them (as I usually do
)
It could also be transparent sheets used for showing text or pictures with an overhead projector , which I don't think it is meant to be in the text above.
