i have seen "to frequent" being used as "to attend". is it very formal English? how should I say during casual situations, please?

PS: this text is an excerpt from an internet newspaper. is the word "practised" correct? should it be "practiced"?

I don't know the answer to the other question but I want to ask one as well for the teachers here. There are all sort of American variants to the British words. In a British exam, can I use American words in my compositions?
freqeant is used as a verb in that sentence. It means "went there or attended often"
She frequented that ice cream parlour.

The verb frequent can be used in formal or informal speech or writing. Certainly, it is not slang.
