the fresh tomatoes are our secret to making a good meal. In this sentence 'to' acts as a preposition.
why it is not:
the fresh tomatoes are our secret to make a good meal. 'to' is a part of an infinitive, thus, part of make=to make. However, you should rewrite this sentence, e.g., The ingredients of our meals are kept secret (in order) to remain market leader. I'm sure there are explanations which are more sufficient and accurate than mine. So, where is David L.? That's more his expertise.
What is the difference?
