He set a new world's record in the men's 110 meter Hurdles, which we will never forget.

This is a sentence modifying clause and as such it requires 'which'.

1 He set a new world's record in the men's 110 meter Hurdles; that we will never forget.

2 He set a new world's record in the men's 110 meter Hurdles. That we will never forget.

By using a semicolon [#1] or a period [#2], the clause has been separated enough that the second part can then use 'that'.

You could put that/it at the end.

3 He set a new world's record in the men's 110 meter Hurdles; we will never forget that.

4 He set a new world's record in the men's 110 meter Hurdles. We will never forget that.

So, the following will do.

5. He set a new world's record in the men's 110 meter Hurdles; we will never forget it.

6. He set a new world's record in the men's 110 meter Hurdles. We will never forget it.
