Default tricky sentence

please, is the sentence "why they do not recommend to do that?" grammatically correct? is it common and clear English? how would a native say it?

I'm not sure what you're trying to say, JC. What you've written is not a question.

"Why don't they [do not] recommend [to do] doing that?
