I think it's better to use "will" in sentence 1:
I doubt he will be here tomorrow (as the action refers to the future)
As for sentence 2, i don't think there's a need for the pronoun "all".
My parents are doctors (it is clear that both your Mum and you Dad are doctors, so "all" is excessive in this case)
