Default Can I put it this way?

    Hello everyone

I'd like to ask if I can put it this way.

    Goals:

    1. Creation of atmosphere motivating people involved in this project.

The intended meaning is as follows: people pparticipate in the project and they should be motivated by an atmosphere. One of the tasks is to create such an atmosphere.

As a Brit and mentor, but not a teacher I would advise as follows:

Aims are what you are fundamentally aiming for.

Goals are very specific, measurable achievements that need to be obtained in a specific time frame.

Your aim may be to reduce your factory's waste emmisions.

Your goal is to achieve a 10% reduction by the end of the 2nd quater of the year and, say, 15% by the year end.

To do this, you will be installing appropriate new equipment that will be commisioned and in operation by those dates.

Can your stated "Goal" be quantified?
Basically you either score a goal before the final whistle or you don't.
There's no argument as to whether you did or not (hopefully).

    Hope this helps.

Without disagreeing at all about the need for goals to be measurable, I'd suggest:

Create a motivational atmosphere for the people involved in this project.

(You can always resort to a survey asking them to rate their motivation level on a scale of 1 to 5 before you start, mid-way through, and afterwards.)
