Hello everyone

I'd like to ask if I should use "of" in the following phrase.

2. Splitting the strategy into small stages. Or splitting of the strategy?

It (the phrase) is part of a list in a report.

It's true to say:

'Splitting the strategy into small stages'

Because after gerund (ing-infinitive) we can't use 'of'!

As a Brit and mentor, but similarly not a teacher, could we not say, then:

"The splitting of the atom was a pivotal point for science and technology".

or even:

"Your decision on 'splitting of the strategy into small stages' has substantially increased the number of planning engineers that we will need."
