I need your help with the following in bold. Please explain them in easy English.
Team Mission: Collect data effectively & with high quality. / Prepare data leveraging team strengths.
Whast does "with high quality" modify, collect or data? In other words, should I read it like "collect data that has high quality," or "collect data highly efficiently?"
Is the second one saying "prepare data by leveraging team strengths," or "prepare data that leverage team strengths?" And could you find an alternative word for "leverage?" It's a little bit confusing.

It is a poor construction, and could mean either of your suggestions. I think the author means the second.
Is the second one saying "prepare data by leveraging team strengths," or "prepare data that leverage team strengths?" And could you find an alternative word for "leverage?" It's a little bit confusing.
"prepare data by making use of team strengths."
