What does 'get passed' mean grammatically in the sentence?

Get is synonymous with 'are', which makes passed a past participle in form and a predicate adjective in function. Get passed is passive; i.e., people pass on messages.

Idiomatically, get passed could have another connotation. I'm just not sure what it is though given that I don't have the context.
