I suppose it's a fashion style. 'hooker' is another word for prostitute (I think American colloquial?). The young girls dress like prostitutes, or the clothes the chain stores stock look like prostitutes' clothes.

You do understand that 'chic' has no connection to 'chick'?
'chic' is a French word which means 'stylishly fashionable'.
In effect it is saying, what the up-to-date prostitute is wearing these days.
To say someone dresses like a prostitute is not a compliment, yet very young girls seem to be buying and wearing such clothes.
