So what did Mr. Gore say? (A paragraph or two will do.)
I have to re-watch the DVD. But if I understood well, he said that the solution to stop global warming is within reach. (at arm's length...). That we just lack political will. The current governments are just thinking in making money without worrying about the future of our children and grandchildren. You should rent it at your local video store. It's interesting.

No, within reach doesn't mean the same thing as at arm's length. If something is within reach it means we're almost there. It means we can reach it with a little more effort.
