It's clear enough, but lacks reference to what the item is. This might be causing your confusion.

"Don't dump a jigsaw puzzle on the floor unless you have the time to put it together."

The usage is common enough. It means that if you dump the puzzle on the floor, and don't put it together, you will have little pieces of jigsaw puzzle all over the place.

It is not a usage I have come across but it could mean "Don't start something (especially something that makes a mess) if you don't have the time to finish it."
