Could you please explain me the meanings of the following:

1) I had as good as given him a weelborrow.
2) I don't know about you, but come to the winter months, my body feels sleepy.

#1 I had in effect/virtually given him a wheelbarrow

#2 I don't know about you, but come the winter.... = but when the winter months come [an example of inversion]
