I NEED TO KNOW HOW TO ADDRESS THE ATTORNEY GENERAL OF THE STATE OF NEW YORK.
DO I ADDRESS HIM AS HONORABLE ANDREW COUMO; MR. ANDREW COUMO, OR ANDREW COUMO, ATTORNY GENERAL?
I'D APPRECIATE YOUR ASSISTANCE.

None of the above. He comes from a long line of Cuomos, and will not be impressed if you misspell his last name.

Use "The Honorable" in the address, and either "Dear Mr. Cuomo" or "Dear Mr. Attorney General" in the body of the letter.
You can google "forms of address" and learn all sorts of interesting things.
