Default on the one hand

Hello Everyone,

The following sentence is taken from my interpreting book. I am confused about "on the one hand" as well as " on the other" used. What is the meaning of the phrase? and It seems to me that it doesn't make any sense here?

...Collective and individual human rights should be considered together and their coordinated development should be pursued, and the same considerations should be given to the development of economic, social and cultural rights on the one hand and of civil and political rights on the other...
