Question Filtered Interrogative Sentence

If we are to pose a question that goes something like this: "What order or sequence is George W. Bush as President of the United States?" The answer should be: George W. Bush is the 43rd president of the United States." Is the question correctly constructed? So many discussions and speculations have been going on for a long time, within my circle of friends and peers, since I heard this intriguing subject, and it's really hard for some Filipinos like me to construct the precise question. As usual, I am thankful for the members and of course to this site for any contributions or clarifications this thread would generate.

'What number president is GWB ?', should be understood in a way that would give 'He is the 43rd president.....' as the desired answer.
