    What's the correct form?

    They study in the library
    or
    They study at the library
    ?

    Both could be used.

    However, the most usual collocation will be "studied in the library".

    Would you say "study at the library" is an ancienter form than "study in the library" or is it used more in Britain than in the States or vice versa?

    No. I would say that generally people will say they are studying in the library, but that it is not totally incorrect to say "I am studying at the library today".
