Is "hoopla" an extreme exciting party or something?

I think the word hoopla brings in an element of something sensational, very festive and done with a lot of commotion, exaggeration or even publicity.Originally Posted by welldone

so the way I see it, a birthday hoopla is a birthday with a real kick to it.
