Do something well= do it in a good way.
Be good= be successful, or able to do something well.
So which one is correct? Can you answer your own question?

No. You do/skate well(adverb). You are good (adjective) at something.

It is understandable but does not sound too natural to me.
Try to say:
Are good at skating?
Do you have good skating skills?
